Abstract. In this article, the author wants to draw attention to the study of English in a Russian-speaking environment at the initial stage. A comparison of the specific properties of the phonological vowel series in Russian and English has been conducted. The series of common vowel monosounds [AOEIU] has been identified for both Russian and English. The idea of bringing the syllable type CV to the same “phonological level” for both Russian and English has been proposed. The syllabic tables for English have been developed on the basis of the syllabic system of V. G. Goretsky, which forms the primary skills of reading in Russian. An attempt has been made to develop the “starting conditions” for the successful development of primary skills of reading in English. The authorʼs pedagogical methodology for teaching English reading to primary school students, based on the syllabic system of the Russian language with elements of regional culture (Cossack culture), was demonstrated and tested at Secondary State School No. 12 and No. 14 in Novocherkassk.

Keywords: English; Russian; syllabic reading; phonetics; elementary school; English reading skill; vowel sounds; syllable; regional culture.
